Manifestation of manifest or customs or "payload document" means documents containing cargo, passengers and crew of ships, aircraft, or vehicles, for customs use and other officials. If such a list is limited to identify passengers, it is a passenger manifest or passenger list ; otherwise, such a limited list of cargo identifiers is the cargo manifest or the cargo list . The manifest may be used by persons with an interest in transportation to ensure that passengers and registered cargoes as already placed on transport at the beginning of their journey continue to be on board when they arrive at their destination.
This document, commonly made by ship brokers, from the contents of the bill of lading, contains specifications of the nature and quantity of loads burdened, and is generally officially demonstrated, and in some notary states. The reward law seldom mentions this paper; also not common; but it is very important in terms of searching, as well as for belligerent parties, as neutral in getting a quick dismissal. Usually required in custom house.
The manifest charge is like a passport unless it is used for goods and not people, manifests are proof of nationality, no contraband, or property belonging to belligerents, borne on board.
Ships have no legal obligation to carry manifests; and, indeed, it is only necessary for a neutral ship, in wartime.

Payload manifest vs. bill of lading
Cargo manifest and bill of lading can carry similar information and the concept is not always clearly distinguished. In some cases, one document can serve both purposes. In general, bill of lading serves as a legal instrument focusing on and documenting issues such as ownership, whereas cargo manifests are often more concerned with physical aspects of payload, such as weight and size. When cargoes are shipped by different shipping companies on the same ship, there will usually be separate bill of lading for each company, but only one consolidated cargo manifest. On the other hand, if the cargo contains dangerous goods, there may be separate dangerous cargo manifests.

Customs and excise
Customs authorities may require ships or cargo carriers to provide information about cargo manifests such as their shippers, recipients, quantities of goods, origin, destination and value.
International travel
Immigration authorities may require ships or passenger vehicles to provide passenger list information manifested such as embarkation and disembarkation names and ports.
Disaster
In the event of a disaster, the passenger manifest may help identify the victim and notify the passenger family. Cargo manifests may support insurance claims for lost items.
Archeology
Manifest can be a useful tool for archeology. For example, researchers used the old ship manifest to recreate the facilities available in the recovery of the historic Plaza Custom House in Monterey, California, built in 1821 and remains the oldest public building in California.
